Problem Sorting Integer Arrays

Description of Behavior: 

Sort slows down considerably when sorting integer arrays 
containing many identical values.

Example Code: 

None.

Know Workarounds or Fixes: 

Add small-random values to the array before sorting - improves
sorting by 40X.
